Betsy's baptism & birth records can't be found; so we don't know for certain that John (b. 1776) is actually her Father - but following the same reasoning as for John (b. 1828 Ireland) there's compelling evidence to suggest that he is.
The other common association again is in England ... John signed-on in Lancashire and Betsy is shown on the 1851 census in Salford, Lancashire - so it does look like they had common familial geographic origins (there doesn't appear to be any other Rippington family in the area at this time).
