In 1597 an act of parliament was passed which authorised parishes to levy a rate to be paid by those who could afford it for the relief of those in need. The collection of the rate was the duty of the Overseers, appointed from within the parish, who distributed the relief as money or in kind.
From the Overseers Accounts of Waterperry we see that Jerome was a contributor to the Poor Relief of the parish, in 1699 paying the sum of 9s.6d out of a total collection of £20.16s.0d (of which the major landowner contributed £17.1s.0d).
